Indonesian Game Rating System – Its Classification and Progress So Far

Indonesian Game Rating System (IGRS) will take effect in Indonesia soon. What are the classifications and how is it different from other game rating systems?

Different countries, different cultures. Something that is a norm in one country can be a violation of culture in other. The same thing applies to games. Some contents that regarded normal in one country can be a source of uproar in other.

With that perspective in mind, Ministry of Communication and Information Technology of Indonesia (Kemkominfo) with the help from local game industry practitioners built a game rating system that suits Indonesian’s law and culture. It will also regulate game distribution in the country and help parents determine which games are suitable for their children.

It was first formulated by government and game industry practitioners in late 2015 and then continued by public testing in December 2015. The IGRS was finally launched (or maybe soft-launched) in December 2016. Since then, games that are distributed in Indonesia should be registered to IGRS.

Just like ESRB (US), PEGI (Europe), and CERO (Japan), IGRS has age classifications. Here they are:

3+ Years Old

Games in this classification must adhere to these criteria:

  1. Do not contain writings or images related to cigarettes, alcohol, narcotics, psychotropics, and other addictive substances.
  2. Do not contain violence
  3. Do not contain images of blood, mutilation, and cannibalism
  4. Do not contain swear words, profanity, and/or adult jokes
  5. Do not contain a depiction of humanlike characters showing genitals, breast, or bottoms.
  6. Do not contain sexually seducing scenes
  7. Do not contain depiction of sexual disorders
  8. Do not contain gambling simulations
  9. Do not contain excessive fear causing horror
  10. Do not contain online interaction such as conversation, multiplayer, and data exchange
  11. Must contain parental guidance

7+ Years Old

Games in this classification must adhere to these criteria:

  1. Do not contain writings or images related to cigarettes, alcohol, narcotics, psychotropics, and other addictive substances.
  2. Do not contain violence
  3. Do not contain images of blood, mutilation, and cannibalism
  4. Do not contain swear words, profanity, and/or adult jokes
  5. Do not contain a depiction of humanlike characters showing genitals, breast, or bottoms.
  6. Do not contain sexually seducing scenes
  7. Do not contain depiction of sexual disorders
  8. Do not contain gambling simulations
  9. Does not contain excessive fear causing horror
  10. Does not contain online interaction such as conversation and data exchange

13+ Years Old

Games in this classification must adhere to these criteria:

  1. Can contain the minimal amount of writings or images related to cigarettes, alcohol, narcotics, psychotropics, and other addictive substances, and not on the protagonist.
  2. Can contain non-brutal violence which limited to humanoid animation and without depiction of hate and anger, and without using realistic models of weapon.
  3. Do not contain mutilation, cannibalism, but can contain blood.
  4. Do not contain adult and/or sexual humor
  5. Do not contain the depiction of humanoid characters that show genitals, breast or bottoms.
  6. Do not contain images and sound that can be an impression of sexual activity or violence.
  7. Do not contain depiction of sexual disorders
  8. Gambling simulations that don’t contain the use of real or virtual money transactions exchangeable with real money
  9. Do not contain excessive fear causing horror
  10. Can contain features like conversation, with prohibition of swear words and sexual terms
  11. Can have online features like data exchange with consent from data owner.

18+ Years Old

Games in this classification must adhere to these criteria:

  1. Can contain the minimal amount of writings or images related to cigarettes, alcohol, narcotics, psychotropics, and other addictive substances, and can be the protagonist.
  2. Can contain violence on humanoid animation characters
  3. Can contain blood, mutilation, and cannibalism
  4. Can contain adult and sexual humor
  5. Do not contain humanoid characters that show genitals, breast, and/or bottoms
  6. Do not show images or voice that simulates sexual activity or violence
  7. Do not show images or voice that simulates sexual disorder activity
  8. Gambling simulations that don’t contain the use of real or virtual money transactions exhangeable with real money
  9. Do not contain excessive fear causing horror
  10. Can contain interactive features such as chat, multiplayer, and/or monetary transactions.

Everyone

This classification has the same rules as those in the 7+-year-old classification.

This game rating system also regulates games that are not included in the classifications. Games that are in this category are the ones that show pornography, gambling, or any contents that violated the law of Indonesian Republic.


So those are the classifications of IGRS. This rating system itself right now is in a socialization stage, where the government is trying to reach as many local game developers as possible at first.

The next step will be lobbying the game platforms so they can implement this rating system in Indonesia. Kemkominfo, as they stated in a report in Duniagames.co.id (Indonesian), said that they will impose IGRS strictly for all gaming platforms distributing their games in Indonesia. All games in the region must comply, or it will be blocked.

Furthermore, from Duniaku.net report (Indonesian), the IGRS team reiterated that they are only blocking the uncompliant games, such as unrated games and games that do not meet the classification criteria. The platform itself (i.e. Steam or Google Play) can still be accessed.

To protect the IGRS independence, it has a board of committee to oversee the rating process of a game. They consist of delegations from government and local game industry practitioners.

To register, first developers or publishers must submit their game and rate them based on the classifications above. Once submitted, the committee will determine if the submissions are appropriate to the classifications or not. If a game is not compliant, the committee can change the rating of the concerned game or reject the submission.

IGRS itself, right now, still has little to offer to developers and publishers. For the time being, they will promote games that are registered on their website, as well as on their roadshows. The IGRS roadshows’ goal is to educate society about the importance of game ratings and giving their children the appropriate games for their age.
